This category covers earmuffs and earplugs, including 3M Optime III earmuffs, 3M E-A-R foam earplugs and Honeywell earplugs, plus related 3M accessories.
Under Regulation (EU) 2016/425, hearing protectors against harmful noise are Category III PPE. Earmuffs are tested to EN 352-1, earplugs to EN 352-2 and helmet-mounted earmuffs to EN 352-3. Each protector carries an SNR value and H, M and L values for high, medium and low frequencies, which you use to check that the level at the ear stays within the limits of Directive 2003/10/EC. That directive requires employers to make hearing protection available from 80 dB(A) and to make sure it is worn from 85 dB(A). Overprotection is also a risk, because workers who cannot hear speech or warning signals may take their protectors off.

What SNR do I need?
Start from the measured noise level, not the highest SNR on offer. Subtracting the SNR from the C-weighted noise level gives an estimate of the level at the ear; the HML method is more precise when you know the noise spectrum. Aim for a protected level below 80 dB(A). Some national guidance also applies a real-world correction to the SNR.
Earplugs or earmuffs: which should I choose?
Both protect well when fitted correctly. Earmuffs are quick to put on and check, and suit intermittent noise and staff who move in and out of loud areas. Foam earplugs are light, sit comfortably under other PPE and are cooler in hot conditions, but need correct insertion. Helmet-mounted earmuffs to EN 352-3 suit people who wear a helmet all shift.
Are disposable earplugs Category III PPE?
Yes. Under Regulation (EU) 2016/425 all hearing protectors against harmful noise are Category III, including single-use foam earplugs. A notified body therefore checks ongoing production as well as the type examination. Ask for the EU declaration of conformity and check the notified body number shown next to the CE mark.
